Elroy is a native of New Orleans, born at Charity Hospital. He is product of the New Orleans public school system, Historically Black Colleges and Universities, and Georgetown Law Center. He is the youngest of three children and the product of a single-family household, that was headed by a single woman. Elroy witnessed his mother having to work two jobs for most of his youth.
Elroy understands the experiences of people in New Orleans who work hard and want the best for their families. He worked in fast food restaurants and supermarkets during high school and college, and eventually became a lawyer, practicing both as a plaintiff and defense attorney. Elroy will be compassionate and fair.
